The silicone jacket bends easily, which is what makes neon rope a DIY material. A name, a word, a lightning bolt or a simple wave can take shape on a wall with nothing more than the rope, some clips and a pencil outline. The rope and the power parts are not equal outdoors. The jacket is the sealed piece; the adapter and controller need shelter from rain. A weatherproof outlet box or a spot under the eaves keeps them dry.
Outdoor moods to try:
Music mode listens to the sound around it and shifts colour and flash rate in time. Outside, that means the controller should sit within earshot of the speaker.
Winter asks a little more. Silicone stays flexible in the cold, but ice and snow load pull on clips, so fix outdoor runs more closely than indoor ones. Where the rope was cut, the open end is the weak point for water; seal it or tuck it under cover.

Longer ropes draw more power. The 20ft and 32.8ft sizes are rated at 24W, and the 100ft size at about 36W, all at low voltage. The longest lengths suit people who want a single controller running a whole garden edge, so every metre changes colour together.
Measure the full path, including drops to the socket, and add a little extra. Buying one size up and cutting is easier than finding the rope a few feet short.
